pioneered rural proofing in Spain, implementing demographic impact reports and budgets since 2022. These measures, supported by collaboration, aim to combat depopulation and improve rural policies nationwide.

Castilla-La Mancha has been a pioneer in Spain

in implementing a «rural proofing» or rural guarantee mechanism. Since 2022, all regulations, laws, plans, and programs drafted in Castilla-La Mancha have included a demographic impact report to identify and assess the effects and outcomes of these measures in sparsely populated areas at risk of depopulation.

To date, 81 demographic impact reports have been produced, alongside two demographic impact budgets in 2023 and 2024. These budgets consolidate all funding allocations targeting depopulated areas, as mandated by the Law of Measures Against Depopulation (in effect since 2021). These initiatives are groundbreaking at a national level.

Castilla-La Mancha, through collaboration with Spanish and European stakeholders

working on rural proofing, seeks to build on this pioneering process. The aim is to share knowledge, enhance methodologies, and make rural proofing a powerful tool, not only for repopulating Castilla-La Mancha but also for other regions.

The methodology and all outputs developed through the #G30 Rural Proofing CLM process will be the exclusive property of the Regional Government of Castilla-La Mancha. The government will have the right to use, reproduce, and publish the results, with proper acknowledgment required for any third-party use.
